DefinitionStatic electricity is charge that is held in one place, so when something is charged, charges stay only one place that you made a charge. When you rub the hair with a balloon, balloon will get more electrons on the surface that you rubbed and hair is neutral(number of electron and proton is same), so balloon will attract hair.
